Has anyone had issues with EFMP disapproving an assignment but then getting it approved?

I've been pending assignment to Ft Hood for almost 3 months. Today I got told that it dropped off. Branch said it got deleted because Hood EFMP disapproved 3x (EFMP said they disapproved twice when I called). They can't tell me the exact reason but said that Hood can't provide the services she needs. I find this odd because post transplant her services are significantly fewer than they were 3 1/2 years ago and there's a hospital and transplant clinic right off base.
I have her nurse case manager making some calls to find out but branch said that also Stewart disapproved and Lewis is pending approval or disapproval since 2 May.
I understand I wasn't on orders officially - I am confused how I even got a pending assignment when Hood disapproved twice. EFMP said they don't know how I got put even pending when they disapproved the day that branch sent the request in March. But 3 days later I was in WEBEDAS.
EFMP said they can't tell me the exact reason for denial but initially it was frequency of caer so I updated the EFMP post transplant. Still disapproved. It's just really frustrating and I just wondered if anyone else has been through anything similar.

It's just boggling my mind how they can't provide services for her when she has fewer specialists, fewer things to be done. Also considering the first reason I got was "frequency of care" now it's they don't have the services? Something's weird.
