Is Joint Composite Risk Management mandatory? And if so what AR or Policy dictates it that way?

I have been researching whether there is any AR or policy that dictates Joint Composite Risk Management as a mandatory distance learning course. The reason for that, is that it was a last minute requirement for a recent mission. And I was wondering if it actually is mandatory, or one of those made up rules.
