I need to lose weight and belly fat fast to drop my bmi nothing I do is working. Any recommendations? And I want to increase my neck to help. Workouts to get a bigger neck?

Cpl Leftwich, not knowing your workout ethics (time, intensity, frequency..) and eating habits (diet, eating times, food intakes ...) I can only give you a general answer.
Workout
1. I recommend start with increasing your cardio intensity (speed and distance)
2. I recommend you incorporate some resistance training. Start with the basic compound movements (chest press, shoulder press, squats, deadlift). If you are new to this 3 to 4 times per week will do the trick.
3. For a fast neck development (no really fast but effective) I recommend shoulder shrugs. This will develop your traps and stress your neck thus creating or stimulating neck muscle growth.

Eating Habits (Diet)
1. I recommend lowering your carbs intake and do some carb cycle.
Here is an example:
1. Carbs experimentation: If you are taking 400g (high) of Carbs per day start consuming 250g (medium) for a week and assess how you feel and how you look. After a week lower the carbs to 150 (low) and do an assessment. This will help you with the next step wish is carb cycle. This next phase will go as follow (but it depends of your assessments) 2 days of high , 2 days of medium and 2 days of low carbs. Try this for a week and assess your body and how you feel. If you are on the heavy weight side of the house a high carb day might not be for you and you'll have to adjust your carb cycle as to only have low and medium carb days.
2. Fat intake: As will the carbs you'll need to do some experimentations to determine high , medium and low. Once ID the same concept used for carb cycle apply for the fat cycle and in your case don't go beyond medium.
3. Water intake: ensure to stay hydrated at all time and if needed increase your intake as your workload increases.

Note of wisdom: This is a marathon not a spring. Take one day at a time and you'll see results in no time.

CPT Lawrence Cable - I came here to suggest the Keto Diet also. I have also have great personal success with it. In addition to the above website, I suggest the book, "Keto Clarity". He dumbs things down enough that it is easy to understand.

I did have my reservations about the diet because it is against everything taught growing up and in the Army but I have seen two doctors and a registered dietician and all three have told me it is the healthiest diet out there, if one chooses to follow it.

MAJ (Join to see) - I had done the Protein Power/Adkins low carb stuff before with decent results, but they aren't as easy to stick to very long. It was recommended that I just go full Keto and it pulled the weight off and you don't feel like you are starving. My personal doctor approves of it, especially with the weight coming off and a good metabolic panel, plus I just complete a complete heart screening with no issues at all (I'm 62 BTW). I am trying intermittent fast now too.
I would be set if I would just get to where I liked doing cardio.

CPT Lawrence Cable - That's great! If you are going to do it, you have to go full keto and stick with it. I lost a lot of weight very quickly, lost 4.5 inches at the waist and feel great! I also do intermittent fasting but not on any sort of schedule. Just whenever I feel like it is a good time to do it.

I love that on the Keto Diet that I rarely hungry. Unlike many of the others out there where I am always starving and anticipating more food. Keto keeps me feeling full. I was a staunch Ketoer when I started but have now transitioned over to Lazy Keto where I no longer track my macros. I have maintained a constant weight, within 3+/- pounds, for more than 4 months with just monitoring what I eat. I also will eat a non-keto item if there is something I really want to eat. I am from the South so I am a sucker for fried okra and rarely pass it up. Even with these additional non-keto foods, I am still able to maintain.

MAJ (Join to see) - I watch Ken D Berry MD's Youtube stuff once in awhile and he probably has about the most sensible attitude about Keto I've found. His point of view is that we are genetically designed to overindulge on carbs on occasions and that it doesn't hurt as long as you return to Keto afterwards. I should be at my target weight in the next 60 days, so I will be able to lighten up a bit on it.

One bronkaid tablet, one baby aspirin, one 200ml caffeine tablet in am 30min before breakfast. Repeat 3 to 4 hours later 30min before lunch minus the aspirin. Do not take on weekends to allow your body to settle down.
I put myself on half rations too.
