In and out calls are not openings, they are shortages. There are shortages because there are a lack of class seats. 31K is very, very unusual to find on reclass because most of the class seats go to initial entry.

The chances are extremely rare. For some reason it appears to be easier to join the army as a 31K than it is to reclass to one. I have several friends that tried to reclass to 31K but were told they couldn't get it because it was filled by a new recruit. There are only about 400-500 of us in the army last I checked (could be different now based on the 2016 stats) but that's still not much room for openings.

It depends on how strong your current MOS is and if your unit can afford to lose you. Talk to your career counselor and readiness NCO. They would be the only ones to tell you how much of a chance you really have. You can go through the whole process but in the end it’s your commanders decision.

He’s not re-enlisting he wants to reclass. The request still has to go through the unit.

A voluntary reclass is still handled by the Career Counselor, although most reclasses by junior soldiers will be done when they reenlist. I would say 95% of the reclasses I've conducted were during reenlistment. For the Voluntary Reclass, the SM submits a 4187 signed by the battalion commander. The BC is not the approval authority, HRC is the sole approval authority. The BC can only recommend approval or disapproval, the 4187 is still sent forward. HRC decides based off the strength of the MOS. The Army doesn't concern itself with the strengths of one unit. Unit strength is handled by Brigade and Division strength management. The Army is concerned with the strengths of the MOS as a whole and make their decision based on that as well as: time on station, time in service, clearance, line scores, DEROS, EFMP, MACP, class dates, RCP, AEA codes, stabilization, etc.

Thank you for the information SFC (Join to see) I knew the career counselor would be involved as well as the commander but I was unaware the regardless of commanders recommendation it still went up higher to HRC. Great knowledge, thank you for sharing.
