So all the folks saying State Department or JAG, they are wrong. It is USCIS ran by department of homeland security. https://www.uscis.gov/family/family-us-citizens/spouse/bringing-spouses-live-united-states-permanent-residents
Mine came on fiancé visa and really the process is not that hard. All of the forms have instruction sheets and if you can fill out military forms with ease, you can do these without a lawyer. Now JAG or a paralegal might be willing to help you but really if you follow the instructions, it is easy.

In order to bring your spouse (husband or wife) to live in the United States as a green card holder (permanent resident), you must be either a U.S. citizen or green card holder.
