Many NCOs are using Northern Central Institute to gain promotion points by paying hundreds of dollars for an evaluation. They are not sitting in a class room learning anything. Many NCOs are just looking to gain civilian education hours just for points. Where is the integrity of earning the degree or evaluation? I have seen several NCOs do the right thing and struggle earning the points needed for promotion. I have also seen several NCOs just pay the money for have their military training evaluated and never do anything else. I feel that this is harming the NCO Corps because the wrong NCOs are getting promoted faster. Does the Army have a policy or regulation about paying for evaluations. I have seen a MILPER message in regards to diplomas. What are your thoughts about paying and is there a regualtion, policy or new MILPER message.
