Is constructive criticism a term often misused in the Army?

A soldier can be summoned and hammered down with words, but never told what the issue was and what the solution is. And afterwards, he/she is told that it was a constructive criticism.

I've actually never been told those words specifically in the Army. I've been criticized constructively, don't get me wrong, I've just never had an NCO label it as such.
