2LT to 1LT ARNG how to track the hand off between State and Federal?

I was promoted by my state (GA) on 04 APR 2018. As of now 08 AUG 2018, I still do not have a scroll. It seems like my packet is stuck in limbo between the State and Federal Process.

Also, my days counter for Fed Rec status is at zero still. How is that possible? What makes that counter start ticking?

Further background information, I was eligible for promotion SEP 27 2017 and my packet when to state in October 2017.

Does anyone have any recommendations on how to track this other than continually bugging my BN S1 which doesn't seem to be doing much good?

There's a way in gko, but sometimes the system doesn't update properly. I've seen some at day 0 for a long time, but their scroll is actually advancing. As long as your S1 says all the paperwork is good, try not to stress too much. It's taking 200+ days on average.

I was at zero for 52 days before it started tracking. It took 131 “tracked” days before it published.

I received my state (TX) orders in AUG 2017 and the approval process didn't start until a full 8 months later in March 2018. Sitting at 163 days now. It's been over a year and still waiting!

My advice is to just try and not think about it. It's out of your hands. There is nothing your BN S1 can do. You will only end up frustrated with the whole process.

There are several articles stating that there are major changes coming to the officer promotion system, but nothing concrete has been published. Hopefully your experience is better than mine. Good luck!
