Your source seems to have some sort of Russian tie-in, (Sputnik), so I'm not sure why you're giving it any credence. The short answer is that shooting down ICBM's is tricky business. Almost certainly we could shoot down the VERY few that Fat Boy Leader has. We could NOT shoot down a barrage from Russia or China if they went all-out.

We do it's just we don't have the capability to shoot down all of them especially ones fired by China and Russia where they have over 100 nuclear weapons on ready launch status.

As far as North Korea is concerned I do believe if they have only a dozen like estimates claim we should be able to shoot down all with THAAD provided we know the target direction.
