What online school would you recommend for an active duty Soldier majoring in business administration w/ concentration in computer science?

I'd need a little more information to help point you in the right direction.
-Are you looking for an undergraduate degree or a graduate degree?
-When you say "computer science" (CS), do you really mean information technology and/or information management (IM/IT)?
IM/IT is more aligned with business degree offerings than CS. If you really want CS, you'd be more likely to find a CS program with a concentration in business admin (rather than the other way around). Essentially, do you want to run organizations and have a more sophisticated knowledge of how data is collected, processed, and used for effective decision-making, or do you want to be more focused on making computers do stuff while also having a better understanding of the business environment? IM/IT is the former, CS is the latter. Business admin and CS are normally housed in completely different schools within a university, and that's why the combination of the two is unusual.
Wanting an online program complicates matters, but there may be some good options out there for you that we can help you find. If your focus is business admin first (and then CS or IM/IT second), then I'd recommend narrowing your search to AACSB-accredited business schools.

I am looking for an undergraduate degree. I want to be more IT focused and have an understanding of the business environment. I tried Kaplan because they were referred by a family friend. Kaplan didn't work out because they messed up my paperwork and rather than fixing it they had several people calling and emailing me to sign up for classes. I rather do in class learning, but I know better being active that I need the flexibility of an online class.

I'd go for a school with a recognized name. That way, people will assume that your educational background is legitimate, rather than having to bear the burden of proving that right from the start of the interviewing process. Some good options to start with might be the University of Florida or Old Dominion University. If you already have a bachelor's degree, a good accelerated option might be Oregon State University.
If you're not necessarily focused on CS, and might be interested in Information Technology Management (a slightly different spin), that would open up more options for you.

These schools may or may not have a formal minor, but you could always home-brew your own minor if you have sufficient electives. This assumes those courses are also offered online, and that you don't try to use up all of your elective spots with transfer credits. If you home-brew your own minor, you wouldn't have a formal minor listed on your transcript. So, rather than putting "Minor in XYZ" on your resume, you'd have to state something like "Additional coursework/depth/expertise/etc. in XYZ". That's a tactic I give to my grad students when they home-brew minors that aren't officially recognized/awarded by the university.

SFC (Join to see) - I can only comment on American Military University (Most classes during TIS) vs. Syracuse University (recent undergrad as IT&M) and CS versus IT.
AMU seems to be one of the few well-respected for-profit organizations that target Vets. Phoenix and CTC have had questionable news surrounding them.
Syracuse has a STRONG network and a favored IT program. On a similar note, the Syracuse school of Engineering was voted #1 by Military Times this year. Back that with the SVA chapter - svosu.org - and IVMF/VCTP (1 free voucher for a pre-vetted list of certifications.
I'd recommend asking more questions regarding the types of jobs you'd like to do within IT. You can always compare degree program listings but here's a general comparison between IT and CS classes -

CS - Computer-Aided Design, C++, Phython
- Linux, Web, Software, and Electrical Engineering and Development

I am partial to my alma mater, American Military University! I completed an MBA with them nearly two years ago and I thoroughly enjoyed the program. It was rigorous, but do-able. I learned so many concepts that I use in my job, such as decision models, optimization tools and some excellent data mining techniques; not to mention some financial concepts I was able to apply to some of my personal finances.
