Okay CPT (Join to see). First, since I was unfamiliar with the current term, I looked up financial liability investigation for property loss (FLIPL).
In the 20th century before the PC was used, we relied on paper products entirely and took statements from anybody involved in a property loss which could include line of duty aspects.
We also used the microfiche capability to determine the "book value" of the property and considered total loss versus damage to the items(s) to help determine replacement cost or repair costs to determine whether the item was salvageable.

Read the regulation, it's all in there. Get with your PBO section or JAG if you can't find it.

When I was an S-4 and PBO, I instructed my survey officers to determine the proximate cause of the loss or damage and then determine if the actions/nonactions made them pucuinarily liable. Your finding should be enough to support a potential courts martial.

A, B, C, etc. Ensure you know them so you can reference them in your findings MFR. I did my findings first then numbered the Annexes in the order in which they were referenced.

First off - start with your local (CO/BN/BDE) SOP for exhibits then check each regulation concerning FLIPL's . Make sure to list each FLIPL exhibit clear and place a exhibit label on each one. when you submit it, scan the exhibits separate and try to include as much as you can, sworn statements, photos, copies of signed records
