Why is Counseling enforced only when is convenient? and Why Superiors don't enfoce it at all times?

End of the Mont counselings should happen every month. NCO/Officer Counseling every 90 days. Why Commanders and/or 1SGs don't counsel their subordinates?

It is easy to tell someone to do something and not do it themselves when they aren't held to the same standard.
