How can I get a BAH waiver to receive BAH where my dependents live?

I had just sent in a BAH waiver to receive BAH where my dependents live. My dependent lives out of the country because he was born a few months ago and I am awaiting the visa process to be finished. Will the BAH rate for overseas(Bangkok) be considered OHA?
