When a soldier cannot perform the push up event and is on a permanent profile, does their event average out or is it a automatic 100 for promotion point purposes?

AR 600-8-19, Section IV, 3-15. Computation of Promotion Points. Scroll down to section .b and that is where you will find the answer you need, in black and white.

Kind the whole teach a man to fish, they will always feed themselves. If I make a Soldier research his answer he learns and then will hopefully research his next question but I have had to answer that question once or twice.

From what I am tracking from memory. May have changed. The event not done is the average of the other two. If two events not done, 1-actual score, 2-60 points, 3-average of those first two.
