Lame. Of course there was intent. Hillary's attempts to cover up the criminal act are sufficient proof of intent. A special prosecutor should have been assigned, a grand jury impaneled, and an indictment issued. Justice could then prevail via a trial. The failure to pursue Justice has embroiled us in the present maelstrom of civil unrest that threatens the sanctity of the election process.
