What are the factors considered with a Base of Preference Application?

What are the factors considered for a BOP app? How likely are they to be denied? I know there are 8 options on the app and it's needs of the Air Force but curious as to what things might be considered when it comes to trying to get one of your chosen options.

Manning would be a big one. I got my BOP to Cannon after leaving JBSA-Lackland after a special duty. I got non-volunteered to Kunsan AB (love it here) but all my BOPs were denied for my follow on. As it turns out, my DOS is the same time when my DEROS here ends next June. No time left on my contract was the factor they were denied. I am re-enlisting on 5 July for 5 years and that hopefully will trigger a follow on soon afterwards.
