Is there anything we can do to eliminate civilian trolls?

For a week if not longer I have been followed around by nothing more than a female civilian with a hatred of me for a simple question I asked her in a message. Is there a way for us to discourage this behavior? I am getting a little frustrated, trolling is becoming a problem in my opinion. Is there anyone else out there who feel this way? In my opinion we need to develop a method of blocking this type of behavior.
