Do you think the NCOER is a complete evaluation tool?

Is it objective? Is it scientific? Can it be used to manage and develop performance accurately? Does it paint an accurate picture of the evaluated soldier? What recommendations do you have to improve the process?

When an NCOER is done correctly starting from the initial counseling and incorporates the NCOER support form I think it can manage and develop performance. Does it paint an accurate picture...maybe, maybe not. I understand why CSMs review them but in my experience they all hone in on different things to the point where NCOERs are done in a certain fashion just to suit the CSM. What the product is may still reflect who the soldier is but not always.
My biggest wish for NCOERs would be to somehow incorporate subordinate input in to leaders NCOERs. When I worked for Walmart and the assistant manger the over saw my department had an Eval due...all departments under them took a survey about them and that weighed into their evaluation. Raters see a lot but don't always see everything on a day to day basis. As leaders we are only as good as our teams and they can make us or break us. I think their opinions if us doing our jobs should factor in on the evaluation and we already have a tool that would allow this to happen...360 online tool.
