We all know the realities of OER's & NCOER's.
Millions of dollars and thousands of hours in development of new evaluation systems and in evaluating subordinates are spent.
Why not sit back and look at what would happen if we just got rid of them all.

It has failed as a developmental tool in my opinion. They only serve now as a promotion board tool.
Not trying to be negative but there is a lot of push back when you attempt to use the counseling form and ER form to develop someone.

There has to be a system to measure and record performance. Otherwise, you could not differentiate between the outstanding performers, the average, and the below average. If people were not evaluated, what would their incentive be to perform and how would the Army select the best for promotions and other positions. I have not had to write any evaluations under the new system (thankfully) but work with officers and NCOs that do. Some of the issues is that people do not like to write so when it comes time to do an evaluation, it can be like pulling teeth to get a support form or the actual evaluation. If the rater knows what the rated Soldier has done and has counseled them as required, these evaluations should be easy and take less than an hour to write a good evaluation. But for some reason, there is such a resistance among the ranks to work the process. There are some things I disagree with in the process. But as for getting rid of evals all together, I am convinced we need them and regardless, they will never go away.

Long term track record is critical to identifying the up and coming leaders. With the continuous movement required by military personnel, this is the only way that board members can tell who in trending, positively and in the negative direction. Would any of you want to be judged when downsizing occurs on your current eval? Evaluations are used in government and civilian life, with all the good and bad points about them.

CPT (Join to see) A great question. Anarchy, but seriously the wasted time on the systems and processes could be used elsewhere. Maybe, pay and benefits. Clearly, evaluations are needed to help with the measure of success or lack of an individual has achieved.
