Create the Joint Targeting Center

I would submit that the COCOMs are currently short on
funding and as a result they are taking risks in several areas.  One such area is targeting and it isn’t difficult
to understand why; if there isn’t any shooting going on targeting isn’t really
needed much (Just my opinion of the logic I am seeing from on high).  The only problem is that we are not always in
the position to decide if we will end up in a shooting match and if the die is
cast and we enter the conflict without having fully run the targeting process
there will be inefficiencies.  Those
inefficiencies will result in more costs across the field as weapons are
expended uselessly/needlessly and our assets are possibly disabled or lost due
to our inability to decisively enter the conflict with harmony and cohesive
operations.  My question is; “How would
you describe the targeting process in such a way as to convey the need to continue
it endlessly?”.  The skills and abilities
of training targeting and intelligence planners must be in constant practice or
they will be lost.

on here; hopefully I have articulated well enough, and I am only seeking
knowledge.  There are no wrong
statements; but I will assuredly use any that I think may make my arguments
stronger.
