Is the Military Spouse Career Advancement Accounts Program eligibility fair?

The eligibility applies to spouses of E-1 to E-5 which
is understandable. But it is also available to those of W-1 to W-2 and O-1
to O-2 which I don’t understand. Per 2014 basic pay table, W-1 makes about $150
more than a E-7 with the same time in service (TIS) and W-2 about $500 more.
O-1 makes about the same a E-7 while the TIS is under 2 years.  After 3 years TIS, they make about $500 more.
However, O-1 with more than 2 years TIS is unheard of unless they are prior
enlisted. If they are prior enlisted, their pay is even much higher. As for O-2, they make $800 more with 2 years TIS and the difference
exponentially increases. With over 4 years TIS, a O-2 makes more than $1200 per
month than a E-7. A O-2 with over 8 years TIS still makes more than $600 per
month than a E-8.

All in all, it doesn’t make sense to provide financial
assistance to W-1 to W-2 and O-1 to O-2 while E-6 to E-9 don’t receive the same
kind of benefit. The purpose is to help those with substandard pay, not helping
those who make significantly more.
