I was recently informed of this by a friend who was leaving to FORT BRAG. But, this would affect families a lot. Especially, soldiers with large families.

Lol. You used to be able to have a promissory note with a hotel u stay with. When u get paid tla, you pay them. They are no longer doing this which causes you to pay out of pocket and then be reimbursed

Oh... but that's how they do it everywhere else... I have never been stationed in Hawaii.  Everywhere else I have been, the only upfront money you get is either an advance in your pay and your Dislocation Allowance.
