Unless he can get to the Group Commander forget it. His unit is manned fully as ramp up to deploy. Highly unlikely to go below strength just to move this guy.<br /><br />Not saying he should not try. But take time to reflect what might be thought of a guy who is trying to bail prior to a deployment. Would you want a guy like that on your team? Guessing the soldier is in MEDDAC, EOD or 4ID.<br /><br />I was a Brigade DCO in 4ID. No unit there was properly manned, ever. The manning of a unit isn&#39;t at the company or even Battalion, you have to look at the Division. A Company could be at strength or even over strength but the Battalion or Brigade could be understrength, even though they won&#39;t move anyone to balance, they are good by USR math. Then you have to look two up and two down. Then you have to look at 120 day losses and gains. It is all blame the victim, G1-USR math.<br /><br />To your question...the CSMs of their respective commands are delegated the authority to do personnel moves. I would say that if you found someone to fill a billet, go through CSM channels to effect the transfer. To expect a soldier, maybe a 10 level soldier to somehow work his own transfer is a non starter. Gaining unit must agree to accept a soldier, but more to the point, losing unit has to agree to give them up, essentially with no promise of replacement. Tough sell.<br /><br />Further complication is that this intrapost transfer, isn&#39;t. The soldier will PCS from FORSCOM or MEDCOM to SOCOM. This will restart his dwell clock, which they are reluctant to do. Thou must keep moving. I had it done when I was part if Aviation and wanted a transfer to 10th group many years ago. But I had two advantages. One my Apache BN was deactivating and two my wife met 10ths CG and he looked at my file. I would take at a look at the big picture first. Being airborne qualified does not mean you will automatically go to an airborne unit. And just because your section is undermanned, does not mean that your unit as a whole is. I will also add, if you are in 10th GRP, you guys may be losing a lot more jump slots in the near future. All priority will go to operators. So even if he does go, does not mean he will be on jump status. So at the company it may look to a SP4 that the unit is fully manned, but Id bet even that Company 1SG knows better, because what the SPC does not know is, of the 6 authorized 91B 20 authorized, one is a known loss, one has a separation packet in process and 2 have been on station more then 5 years and are likely to be on orders any time now...<br />And thats just the company level, if other units in that division are in the same boat or outright have slots unfilled, the &quot;Unit&quot; is not properly manned.<br /><br />And lastly, a decent 1SG will for a GOOD SM, take the time to tell them why the transfer is not going forward or approved. So food for thought, either the unit leadership is not the best, or the SM is not worth their time..
