I think this is creative. You know, an American citizen who pays time for his/her crime is still an American citizen. If a felon, they may forfeit some rights, but they are still an American. Unlawful combatant Islamists who want to kill us are quite a different story. They should not benefit in the slightest from their behavior. We should in no way, shape or form condone their status or reward their enemy behavior through any type of recognition whatsoever. In my humble opinion. Hooah!
